To add onto what was previously written. 

PIN is asked for irrespective of 2FA status.

Not using Authenticator, the 2FA SMS is not sent either.

Would happily volunteer my time to debug, but the information on
https://wiki.documentfoundation.org/QA/BugReport/Debug_Information is daunting.
Would need a bit of guidance.
