Works mostly as expected using LO 6.2.0.0.beta1. Double-line rules do appear
and seem to align correctly at corners. 

However, some disappointments on further testing.

1. Double rule at 1.10 pts appears chunkier than the 1.12 pt example I provided
earlier. Looks like I have to use 0.25 pt for similar effect in LO. Gap between
lines is very narrow compared to earlier example/attachment. 

2. Print > Save as PDF (MacOS) renders the double-line as a single line.  File
> Export as PDF renders double-line when opened in MacOS Preview. Border at
0.25pt appears single after File>Export PDF, then opened in Acrobat Pro. (See
new attachment)

3. Testing other double-lines... Thin Thick Large Gap, 2.75 pt ... does not
align at corners. Inner lines appears to overshoot in a counter-clockwise
fashion.
