You can change this when installing or modify the installation afterwards. Use
the method of your operating system. On Windows 10 find the app LibreOffice in
"Apps & Features" and click on it. You get the items Modify and Remove. Click
on Modify. There use Modify > Optional Components > Dictionaries. There you can
de-select German.

LibreOffice is a multi-user app. The dictionaries are looked, because they are
installed for all users and thus a single user may not remove it, because a
different user might still need it. To remove it, you need to change the
installation, see above.
