Hello am_dxer,
On LibreOfficeDev 6.1 GTK2, I see no keyboard shortcuts on the screen bound to
the menus Number list and Bullet List so it seems normal that Orca couldn't
announce something not displayed on screen.
Just to be sure I'm correctly understanding you, why do you think it should
announce keyboard shortcut?
