Word has a nice privacy feature to remove all author metadata from documents,
called "Remove personal information from file properties on save":

Now if someone uses this, it is possible to 
- Turn on change tracking
- Add a piece of text to the document, save it. Make sure to remove personal
information using the Document inspector.
- Delete part of the previously added text, this will result in a new tracked
change. Save the document.

Open the document in LO. The deleted text is now part of the added text, the
deletion change is not present.
