What's the OS of the 32-bit Windows? Is it Windows XP or Vista by any chance?
(LO 6.0 doesn't support those OSes anymore)

If it's not an unsupported OS, then please check if the file's hash corresponds
to what's listed here:
http://download.documentfoundation.org/libreoffice/stable/6.0.1/win/x86/LibreOffice_6.0.1_Win_x86.msi.mirrorlist

Checking either MD5, SHA-1 or SHA-256 is fine.
