 * Toolbar button for Special characters

   + New floating widget with quick access to recent/favorites (Heiko)
     or small button only that just opens the dialog (Jay)
   + don't mind (Consgor, Stuart)
   + Notebookbars provide the new widget (Jay)
   => old standard toolbar will be used
