It is a packaging issue with Windows. No issue with Linux.

There is a spurious \help\ folder under libreoffice\help\ that contains files
that must be in the upper level

In 
files in \libreoffice\help\help\ 

must be moved to 

\libreoffice\help

Raising importance. Packaging issue with msi
