Sorry, this is misleading. EPUB 3.0 supports both reflowable and fixed layout.

https://help.libreoffice.org/6.2/en-US/text/shared/01/ref_epub_export.html is
relatively clear on this, see the "layout method" section. Is there anything
that you would detail more there?
