for me it's not SOLVED
if I must display html source to remove <?xml version="1.0" encoding="UTF-8"?>
it's not usable

but as I can generate signature directly in thunderbird, you can close this bug

but the same problem is  for Bug 115077 - Merge mail wizard which send empty
images by mail in HTML format
