Description:
Zooming in or out with blue header toolbar button visible rather slow and
lagging

Steps to Reproduce:
1. Open attachment 143617
2. Hover the mouse above the 'header area' until the blue button appears
3. Zoom in/out

Actual Results:
Slowdown

Expected Results:
Ideally similar behavior as Linux or something more like Version 4.4.7.2 on
Windows
