Description:
If I add comments to a footnote and save the file in DOCX format, when I open
the document again in LibreOffice or Word, the comment does not appear.

Steps to Reproduce:
1. Open the attached document, or just create a footnote.
2. Add a comment to that footnote.
3. Save in docx format.
4. Close the document and reopen it. The comment on the footnote will not be
there.

Actual Results:
The comment on the footnote did not appear.

Expected Results:
The comment on the footnote should have appeared.
