Description:
In the given file, selecting Optimal height for all rows fails for row below
12. (Selecting optimal height for rows 1-11 works as intended)

Steps to Reproduce:
1. Open the attached ods file
2. Select all rows
3. Double-click on the row separator between 1 and 2
or Right-click on the Row numbers and select "Optimal height", and click Ok

Actual Results:
Below line 12 :
Lines 1,2,6-11,12 that are empty or have one line of text, are correctly
resized to one line height.
Lines 3,4,5, that have more than one line of text, are resized to one line
height.

After line 12 :
Lines 13 and 14, that have more than one line of text, are correctly resized so
all the text is visible.

Expected Results:
All rows with more than one line of text should be resized correctly, so that
all the text is visible.
