Or drag the anchor to the page you want. Drag it to the text area, not to the
top-left corner.

Page 4 doesn't exists. So the object cannot be put there. So you need to undo
the removing of the page break too, for to get the page 4 back.
The problem is, that users do not understand for which use cases this kind of
anchor is suitable. Your view is likely covered by the request in bug 89477.
