Description:
I'm working with csv files that format negative numbers with parenthesis.
Libreoffice support that format also appear in the cell format menu. If I open
the file and choose special numbers option all works as expected, and those
cells are formatted as number. But if the file is opened as text and formatted
manually, choosing which cells are on this specific format a ' is added in
front of the number. Ex 
Text cell with (467.56) => '(467.56) 
otherwise the expected is 
Text cell with (467.56) => -467.56

Steps to Reproduce:
1.Get a csv with negative numbers in between ()
2.Open the file with normal options. All cells will be considered text.
3.Manually format those cells as number with format (1234.12)


Actual Results:  
The negative cells will have the format '(#.##0,##0). Still considered Text
cells. That's wrong.

Expected Results:
4.The negative cells will have the format -#.##0,##0. Treated as numbers


Reproducible: Always


User Profile Reset: Yes



Additional Info:
Format the cells as number and consider the content as negatives. Same behavior
if I choose special numbers in the import screen.
