Description:
hello, 

I have just noticed that I kept clicking "outside of" navigator,
obviously because I hoped that it would lose focus, disappear from above the
document...

and this gave me the idea that it would be GREAT if we could use it
independently, as another "window" (which could be seen in the open windo's
list, on taskbar, whatsoever... and would appear when pressing CTRL+ALT+TAB)

this is how I found that there is an option "ALWAYS ON TOP", for the behavior
of navigator window..

it is however frustrating that there is no such option as "not always on
top"...
I would say, where one menu item is "ALWAYS on top", there need be another
option, too, "NOT always on top"...
otherwise the menu is illogical...

PS:

I am aware that the NAVIGATOR window has not yet been elevated to the level of
an independent window yet...
and that this problem could be solved by rephrasing "ALWAYS on TOP" like
"stick to this window" + "always on top of the libreoffice window in focus" +
"always on top of the writer window in focus in any of the workplaces" :) :) 

something like that :) 

but I think it would be logical, regarding the USE, to not only rephrase these
4 menu options, as well as re-structure them (move to another workplace should
be separated), BUT also to extend the list of available "options".. that is...
make another behavior possible :) (which would be an enhancement)



Steps to Reproduce:
1. open navigator window
2. by RIGHT-clicking its top bar, choose "ALWAYS ON TOP"
3. now try to choose otherwise - i.e. "NOT ALWAYS ON TOP"

Actual Results:
there is no such option

Expected Results:
there should be one like: 
"NOT always on top" (act as an independent window)
