Yes, it is the regular behavior. In help you read
"Specifies that graphic objects are restricted vertically, horizontally or
diagonally (45°) when creating or moving them. You can temporarily deactivate
this setting by pressing the Shift key."

If the options is checked, then Shift key overrules the constraints.
If the option is _not_ checked, then Shift key forces the constraints.
