Description:
I'm trying to Open this document from Isreal's innovation autority and while it
looks fine in MS Office 2013 in LibO it gets completely proportional (50 pages
instead of 14).

Steps to Reproduce:
Problematic file at

taken from
https://innovationisrael.org.il/content/%D7%98%D7%95%D7%A4%D7%A1-%D7%91%D7%A7%D7%A9%D7%94-%D7%9B%D7%9C%D7%9C%D7%99
(the pages mentions the document was last changed at October 15, 2017).

Just open the file and notice the text location and number of pages.



Actual Results:
the text and input fields are very distant due to not parsing the elements
correctly.

Expected Results:
similar to MS Office
