@Regina: I seem to be unable to confirm this locally.
If I open the attached test.odt file and then open the Default's cell style
dialog as you proposed the language setting for all categories and all formats
shows: "Default - English (USA)" for me (see ods_bug_2.png which I just
attached).

Maybe I'm simply too stupid to get what you mean, hence pardon my incapability
in advance. Feel free to disregard at any point if you think it's just a waste
of your time.
