Description:
I have installed LibreOffice from LibreOffice_5.4.5_Win_x64.msi. Help reports
version 5.4.5.1. I have run the help pack installer
LibreOffice_5.4.5_Win_x64_helppack_en-GB.msi and also re-run it and chosen
Repair. Still when I select Help > LibreOffice Help I get "The LibreOffice
built-in help is not installed on your computer".

Steps to Reproduce:
1. Open LO Writer
2. Select Help
3. Select LibreOffice Help

Actual Results:  
What more can I say?

Expected Results:
No change. Still the same "not installed" error.

User Profile Reset: Yes
