Description:
LibreOffice will crash when trying to open the main menu of the program via the
Start Menu icon.

Steps to Reproduce:
1.  Click on Start Menu
2.  Scroll down to LibreOffice
3.  Click on icon to start LibreOffice's main menu page.

Actual Results:  
Simply click on: Start.. scroll down to LibreOffice, open the folder, click on
LibreOffice.  Crashes with an error associated with soffice.bin.
Error code:  0xc0000142

Expected Results:
I would expect the application to open correctly the first time I click on it. 
This is an "in your face" kind of bug.. not something you'd find clicking
options deep within the program.

Reproducible: Always

User Profile Reset: No

OpenGL enabled: Yes

Additional Info:
After clicking OK on the bug window... I can then retry the application, in
which case it opens to the primary menu screen.

This has happened since the first installment of LibreOffice v6.  v5 did not
have this issue.
