The new help is currently build with a custom target makefile located in

helpcontent2/CustomTarget_html.mk

and the local help is made passing '--with-help=html' in the autogen params.

The results of the build process is placed in core/instdir/help/6.1 , where 6.1
is %PRODUCTVERSION

The task is twofold:

1) make the build process to replace the old help with the new one

2) get the distro packages for the new help, in MSI/DEB/RPM formats, for
download, *PER LANGUAGE*. The package must contain all files in
core/instdir/help/6.1 including HTML files, media files and collateral files.
