Description:
When I make a conditional formatting who use cell reference has limit is in
other sheet, the conditional formatting is not setup, and can't be see in
conditional formatting manage.

Steps to Reproduce:
1. Make a sheet with data in to column 
2. In a different sheet write in a cell a value who will be used as limit
3. Make conditional formatting in the first sheet with the limit cell as
limiter

Actual Results:  
Conditional formatting don't work and not present in management

Expected Results:
See Conditional formatting in management and working


Reproducible: Always
