Description:
Using the usual upgrade path on *buntu, with .debs, tar, dpkg, the most recent
recommended upgrade left me with almost no icons in the menu panel.
I don't think that I made any mistakes, I have been upgrading like this for the
last years, whenever I was prompted to do so.

Steps to Reproduce:
(I don't know if I can reproduce since I won't de-install and re-install)

Actual Results:  
Icons disappeared (except of the first one leftmost)

Expected Results:
All icons appear


Reproducible: Always


User Profile Reset: Yes



Additional Info:
I tried Safe Mode:
Only after 
Reset to factory settings->reset settings and user interface modifications 
did the icons come up properly.
