1. Create an eg. 5x5 table in Writer.
2. You should be in the first cell, if not, click into the first cell.
3. Select row/column either by clicking before/above the cell, or using the
menu.

=> The Merge Cells toolbar button is inactive (see screenshot).
Same with Optimize Size.

If you select eg. 2nd column instead when the cursor is in the first cell, then
Merge Cells becomes active correctly.
Menu item Table -> Merge Cells activates/deactivates correctly.

Reproduced using LO 6.0.2.1 & 3.3.0 / Windows 7.
