Description:
On Writer/Draw/Impress with a swiss/french keyboard, the ' touch is now ‹
I didn't test with other keyboard.

Steps to Reproduce:
1. Open Writer/Draw/Impress  (Calc is ok)
2. Write a text (swiss/french keyboard) Example: L'oiseau (bird)
3. And see the result

Actual Results:  
l›oiseau

Expected Results:
L'oiseau


Reproducible: Always
