Description:
When the document is RTL and I'm adding a table the table default directions is
LTR even the document is RTL.

So when I marked the table and click on the RTL button the cells switch to RTL,
but when I'm standing on the last cell of the table and press the TAB key to
add a new row a new row was added but whole table content switch to LTR again.

Steps to Reproduce:
1. Switch document to RTL direction
2. Add a table - the cells are LTR
3. When I'm marking the table and click on the RTL direction button the cells
direction switch to RTL but when I'm adding a new row by standing on the last
cell of the table and click on the TAB key the whole table switch to LTR.


Actual Results:  
Table is LTR even document is RTL

Expected Results:
Table should be RTL when document is RTL
