When I insert a section, the section is always inserted before the paragraph
where the cursor is located. So there is always at least one paragraph below
the section.

I tried it with

Version: 6.1.0.0.alpha0+ (x64)

CPU threads: 4; OS: Windows 10.0; UI render: GL;

=> Perhaps only a Mac issue?
