date format within cell styles

I cannot reproduce the problem, did some test with direct formatting and with
cell styles. So i suggest to use cell styles if possible. Inserting date like
this 23-3-2018 or 23/3/2018; i did have the correct value of 18-3-23 as your
local settings.
