Up to Calc 6.0, there was filter for "Save as Microsoft Excel 2003 XML".
Not such filter from 6.1. 
Not clear why,
https://wiki.documentfoundation.org/ReleaseNotes/6.1#Improvements_to_Excel_2003_XML_import
doesn't explain. 
So this is either a bug to restore save as filter, or to update that page if
there was a reason to remove it.
