Thanks for filing, but as of now, this BZ report has no actionable details.

What build of the installation package? 32-bit or 64-bit? Did you check the
HASH value of the package? 

What release of Windows OS? What graphics GPU hardware and driver?  

Can you attempt an installation from command window "run as administrator" and
capture a verbose installation log?  

I.e, "msiexec.exe /i LibreOfficeDev_6.2.0.0.alpha1_Win_x64.msi /L*v
install.log"
