Sorry, still nothing actionable.  We'd need the windows installer service log
to do anything. 

Otherwise, suspect the issue lies with your Windows Installer service, google
how to stop/restart the service, and how to check Windows registry for
HKEY_LOCAL_MACHINE
\Software\Microsoft\Windows\CurrentVersion\Installer\InProgress, and how to
unregister and register the service.
