Can not confirm on Windows 10 Home 64-bit en-US with
Version: 6.2.0.0.alpha1+ (x64)

Adjusting page margins has no affect on size/proportion of objects that have no
relation to page, e.g. Frame, Draw Text Box, Draw Object.  

Their Anchor position shifts, following page-paragraph-or character as set.

And for objects that do take value(s) from page margins, e.g. Tables,
Columns--resize to match page margin is expected behavior.
