You have disabled auto-recalculation for the spreadsheet
(Data→Calculate→AutoCalculate). In this case, when you copy across columns, the
calculated value is copied along; when you copy across rows, the stored value
is not retained (this has something to do with Calc internal units being
columns, not rows). But recalculation for the new places does not happen in all
cases.

Recalculate manually (F9), or enable AutpCalculation.
