The master/6.3.0.0.alpha0+ builds really are unsuitable to just "install" onto
a Windows system--as with all dev builds you'd have to apply the
'WRITE_REGISTRY=1' flag.
Far better to perform an /A administrative installation to extract the dev
build into a self contained bundle using a 'TARGETDIR=' switch--and then
configure and run from it from there.
Otherwise, we would need you to perform the installation from a CMD.exe
terminal "run as administrator" and capture a verbose installation log: e.g.
"msiexec.exe /i
libo-master64~2018-11-21_02.50.23_LibreOfficeDev_6.3.0.0.alpha0_Win_x64.msi
WRITE_REGISTRY=1 /L*v installLog.txt"
if additional installation(s) to Windows, writing to registry, remain slow Zip
up the verbose log text and attach it.
No issues with /A administrative installation of current builds of master/6.3.0
