By design, see bug 105837

To be able to enter the apostrophe, rather than the typographic "Guillemets"
simply disable the AutoCorrect. Tools -> AutoCorrect -> AutoCorrect Options:
Localized Options tab, and uncheck the "Single Quote" replace checkbox.
