Description:
A two-finger scroll in the touchpad in other applications moves the screen
contents smoothly up and down in a nice, controlable fashion.

However, with Libreoffice Writer 6.1, one millimeter or two are enough to send
the screen contents shooting up or down in an uncontrollable manner. The
movement that makes, say, Edge scroll by one line will make LibreOffice Writer
scroll by one screen, or more. 

Steps to Reproduce:
1. Open a long document with LibreOffice Writer
2. Do a two-finger scroll moving your fingers up and down on the trackpad just
a little bit
3. Watch the text shoot up and down incredibly fast

Actual Results:
Text shoots up and down very, very fast

Expected Results:
The text should scroll at a reasonable speed, comparable with other programs.
