You can teflon yourself and say it's a theming issue, but this is the only
application that has this problem, so I'd say that it isn't dealing with the
theme properly.

I've not installed or selected or done anything with themes, except to install
ubuntu 18.

As the previous bug says, "Sheet tabs appear too small because LibreOffice has
problems with certain themes or does not force a minimim hight for tabs"

that has clearly not been fixed, it still has problems with certain themes or
does not force a minimum height for tabs.
