Description:
I have encountered the strange case in which for some documents the list
numbering restart is not preserved upon reopening the document after saving and
closing it. Please refer to the attached document.

Steps to Reproduce:
1. Set restart numbering for the first list item
2. Save and close the document
3. Reopen the document

Actual Results:
List numbering restart is not active anymore

Expected Results:
List numbering restart should be active upon reopening the document


Reproducible: Always


User Profile Reset: No
