The reason is in View::AcceptDrop in
https://opengrok.libreoffice.org/xref/core/sd/source/ui/view/sdview2.cxx#446

Part
 && pPV->IsLayerVisible( aLayerName ) 
has to be deleted.

But I have not tested, whether this has any side effects.
