Using the "Tools -> Customize -> Keyboard" interface, there is no way to assign
keyboard shortcuts for next/previous heading. 

I'm hoping these will be easy to add, because the functions themselves are
already available through other means. I'm primarily a keyboard user and would
like to be able to assign them to shortcuts.
