Please disregard comment 1. I reproduce with Version: 6.0.3.2
Build ID: 1:6.0.3-0ubuntu1
CPU threads: 4; OS: Linux 4.15; UI render: default; VCL: gtk3; 
Locale: en-US (en_US.UTF-8); Calc: group

*when a spreadsheet is open* prior to double-clicking a CSV (just as OP
mentioned in description).
