I tried only on windows platform 32/64 bit

in Calc 5.X and actualy on Versione: 6.0.6.2
Build ID: 0c292870b25a325b5ed35f6b45599d2ea4458e77
Thread CPU: 4; SO: Windows 10.0; Resa interfaccia: GL; 
Versione locale: it-IT (it_IT); Calc: group

the bug is reproducible always.

file .csv
abc;""abc"";abc

Actual Results:  
abc     "abc";abc 

Expected Results:
abc     "abc"   abc
