Looking at my example file and Calc UI, I see a few things:
LO does not have an explicit UI option to set the ellipsis property on the axis
labels. 
Neither does Excel 2013 have one, it just automatically does it.
Also we don't ellipsize long labels automatically; this would be the first to
solve.
