Dear reporter,
Could you please make sure german is selected as UI language in Tools - Options
- Language Settings - Language - User interface?

OTOH, could you please confirm you download the installer from
https://www.libreoffice.org/download/libreoffice-fresh/?type=win-x86&version=6.1&lang=de
?
