Description:
When more than one document is open, the tabs at the top of each document
obscure/cover/hide almost all of the topmost toolbar.

Steps to Reproduce:
1. Open a spreadsheet
2. Open a document
3. Look at the topmost toolbar

Actual Results:
Tabs with the filenames cover almost all of the topmost toolbar

Expected Results:
Topmost toolbar should be below the tabs

User Profile Reset: Yes
