your attached file is a *.csv file containing a single column with date values.

please do the following steps:
- during opening a "Text Import" dialog will open.
- select header "Standard" and choose "Date (DMY)" from "Column type" listbox.
- select Menu View "Value Highlighting"
- the date values should now appear in blue color
- format cells with 31/12/1999
- save the spreadsheet as *.odt file

does this solve your problem?
