Shows Main menus on tool bar with no text (or hidden due to same colours)

Clicking where the main menus are shows the pull down with the text. I suspect
that the toolbar menu doesn't take up the theme colours of windows. This
happens across all the office applications and Libre Office main loader window.

OS windows 7 & 10 it occurs.
