If possible (e.g. rotate buttons in Writer vs. Calc), we should harmonize these
toolbars. But there are also some functions that are just not available (e.g.
drawing styles in Writer/Calc) or probably differently implemented (e.g. menu
button for wrapping). So it's an individual case but in general I agree with
the aim for harmonization.

(Don't think we need to involve more UX here and CC'ing was missing anyway.)
