What you describe is the component "Documentation" - by default I would expect
reports against it to be about missing stuff in help. Meta bugs need to be
about something more fine-grained. Let's keep this for the original purpose
outlined in comment 0.

No removed features.
No stuff about changes to existing features.
No menu changes.
etc.
